PEPS Terre Mer

Overview

PEPS Terre-Mer is a project funded by the CNRS’s Mission for Interdisciplinarity. It has three components :

  • Modelling
  • Observation
  • Exchanges beteen the natural sciences and the human and social sciences on the subject of uncertainty.

ApoliMer’s contribution fits into the framework of part 3. 

Uncertainty

There is of course the uncertainty understood as the margin of inaccuracy on the value of the measurement of the physical magnitude. But there is also the uncertainty related to the spatial or temporal variability of the ecosystems studieds : how is the sample that I have just collected representative of the mass of water that I want to study? Beyond the uncertainty neened to measure a greatness in the laboratory or adolescence consious awareness of consciousnedd to be aware of the kwonledge of the nature of the uncertainty of being at the heart. It is an intrinsic property: no hope of understanding everything from a complex system; Complexity puts us in the face of uncertainty and we must « do with ». But where does this uncertainty come from? How to speak of uncertainty for so-called exact sciences? And what does it mean for a historian, an anthropologist, a philosopher ou a politician? Linked to the concepts of error, unknown, unpredictabilityand even surprise, scientific uncertainty raises the question of political decision. How can we translate uncertainty into the public sphere, to make us realize that science, far from being abla to bring all the answers to the questions we ask, can assume an uncertainty character? How can the concept of « climatic surprise » be changed? COmment govern, manage, build action in a context of scientific uncertainty? Far from being resolved, these crucial questions are all the more acute today, as the notion of risk linked to uncertainty and the notion of precaution have been institutionalized as constituting our societies and as a category, Analysis and intervention of public action. Consequently, a deduction is required for an interdisciplinary research and training effort, at the crossroads between the natural sciences (SN) and the human and social sciences (SHS), to clarify the work related to the Prize Scientific uncertainty in the design and implementation of public intervention categories.

French Zone-atelier Brest-Iroise (ZABRi)

Because of their complexity, the socio-ecosystems distributed along the land-sea continuum constitute fields of observation that are particularly relevant for analyzing the problematic interactions between scientific uncertainty and decision-making. As a pivotal area that is highly sensitive to the encounter between society and knowledge, this interface between the land and the sea crystallizes the ecological, social and economic stakes in all their past, contemporary and future complexity. This part of the project on uncertainty will have for main theater Zone Atelier Brest Iroise (ZABRi), recently labeled by INEE (2012), which can nevertheless be extended to the Pays de Loire. The context is particularly favorable with the ZABri, axis 5 of Labex Mer on coastal zone scenario, the platform PERISCOPE at the interface between science and society and the launch of the ARTISTICC project financed (2014-2016) by Belmont Forum (one of the funding mechanisms for Future Earth projects). This project focuses on the issue of adaptation to climate change through the cross-fertilization of the natural sciences, sociology and history. The ZABRi is one of the sites selected by this international project (the other sites being located in Alaska, Greenland, Siberia, Senegal …), which intends to develop an innovative approach to decision support by articulating scientists, Artists and the sphere of decision to take into account the cultural dimension of the issue; Our work on uncertainty will be of prime interest in this process. The comparative approach within the framework of ARTISTICC, in a multicultural context, will be particularly relevant from the point of view of political anthropology and it will be very interesting, probably in the continuity of this strand 3 proper, to observe how This question of uncertainty is dealt with in the other workshop sites.
